Play priority:

• If player has no duplicate cards in hand, play priority is put at maximum
• If there are duplicates and we have more than 1 action left, put play priority at the lowest
• If there are duplicates and we have only 1 action left but non-terminal action cards left to play, put play priority at the lowest
• In all other cases, play priority is the default value (same as other cyclers like Great Hall)
