Develop

Will only be played if:

• Player has a card in hand with high trash priority
• Or player will be able to develop a card into two cards he wants (according to his buy rules) where the top card’s trash priority is lower than the trashed card’s

When played:

• Find the worst card in hand that can be developed into two cards the player wants according to his buy rules
• If no such card found, just trash the worst card (Curse, Estate, Copper)
